It is examined that the present position of research about political system and power in the political history of Balhae. Research about the political system of Balhae is connected with the explanation that Balhae succeeded to which people or which country.
In the view that Balhae is established by Malgal people, the opinion of the learned circles of china, it is analyzed that the political system of Balhae is also influenced strongly by Dang's.
However in the case that the migrants of Koguryo had a great role in Balhae, the opinion of Korea's, it is analyzed that the political system of Balhae acceded to Koguryo's and the main body of administration is not Malgal people but Koguryo's migrants.
It has not come to the research enough about the political power in Balhae, which is lack of historical materials. Under the present condition it is increased interest about the succession to the throne and the nobility. Also on the basis of Balhae people, who appear in records, it turns up to examine the government of Balhae in according to the times closely.
From now on the scholars of Korea, China, Russia, and Japan must sublate to exclusive and self-righteous research to solve many tasks of Balhae history. As well it is necessary that they research Balhae history with more open mind and keep up mutual understandings and interchanges.
