The year 1970 was not considered as a significant year which provided a serious transition in modern Korean history rather than a background of the Yusin system which were established by the Park regime in 1972.
Even intellectuals remember that there were very few events and demonstrations between the 1969 with anti-constitution revision demonstration and the 1971 with the movement opposing the military training education in universities.
However, there are several serious events and accidents in 1970; the first accident that killed more than 30 persons by the collapse of a apartment due to the illegal construction practice, the construction of the first highway between Seoul and Busan in spite of the fact that it was notorious due to the compressed construction, and the a worker, and Chon Tae Il’s burning himself to death to express his protest against the harsh labor law during the economic development drive in 1960s. These events were the first and symbolic ones showing crisis of resident, life and labor.
Furthermore, there was another significant change in US-Korean relationship. The change caused by the downsizing the US forces in South Korea. It was inevitable for the US due to the serious economic and budget condition in America and great transition in US foreign policy since the Nixon Doctrine. However, Korean government could not understand the reduction of US forces in South Korea without consultation, because Korean combat troops were in Vietnam and the Johnson administration promised that any poliocy change of American forces in South Korea would be consulted with ROK government before the policy was carried out. This change created a breathing space for ROKG, which triggered the Yusin system in 1972.
